is Vice-President, Programs, at Canada’s International Development Research Centre (IDRC), Ottawa. He received his doctorate in economics in 1988 from the University of Toronto, where he also subsequently taught for a number of years. At IDRC he led programs on adjustment policies and poverty, and on international economic relations. Prior to his appointment as Vice-President he was Director of Social and Economic Policy programs. His fields of expertise are monetary and trade policy, aid effectiveness and international economic relations. He has published extensively on these issues including: [with José Fanelli, editor],
